Sindh vs Punjab Solar Schemes: What Karachi Residents Qualify For

Here is the answer most Karachi residents will not want to read: if you live in Karachi, you almost certainly do not qualify for any free government solar system.

Not because of paperwork, and not because you applied too late. Because neither scheme was designed for you. Punjab’s program is legally closed to you as a Sindh resident. Sindh’s own program targets rural, off-grid and extremely low-consumption households, which describes very few homes in this city.

That is worth knowing before you spend three weeks chasing an application, and it is certainly worth knowing before you pay an agent who promises to get you registered.

This guide sets out what each scheme actually covers, the narrow circumstances in which a Karachi household might qualify, and what your realistic options are otherwise.

A caution first. Scheme phases open and close, budgets get revised, and eligibility thresholds change between rounds. Everything below reflects the published position at the time of writing. Confirm current status through the Sindh Energy Department or the relevant official channel before acting on any of it.

What Sindh is actually doing

The Sindh government has committed roughly Rs 18.2 billion to provide free solar home systems to about 275,000 low-income families, as part of a broader programme that began in April 2025 and runs through to a scheduled completion in June 2027.

The allocation splits into two groups. Around 132,000 off-grid households in remote, desert, mountainous and riverine areas, and around 143,000 on-grid protected consumers using up to 100 electricity units a month.

Each eligible family receives a 180-watt solar panel, a lithium battery, a fan and LED lights, free of cost.

This sits alongside the wider Sindh Solar Energy Project, a World Bank supported programme with roughly $100 million in financing, which also covers utility-scale generation including a large solar facility in Jamshoro district and solar installations on public buildings in Karachi and Hyderabad.

Delivery in rural districts has run through the Sindh Rural Support Organization, with early rollout concentrated in Larkana, Shikarpur, Khairpur and Kamber Shahdadkot. Prioritisation has leaned toward BISP beneficiaries, households identified through the national socio-economic registry, and families affected by the 2022 floods. Districts named repeatedly in the rollout include Shikarpur, Khairpur, Jacobabad, Larkana, Kamber-Shahdadkot and Kashmore.

Read that list again. Karachi is not on it.

So can a Karachi household qualify at all?

There is one narrow door, and it is narrow.

The on-grid portion of the Sindh programme targets protected consumers using up to 100 units a month. Protected category status under K-Electric applies to domestic consumers whose consumption has stayed below the threshold consistently, and a Karachi household genuinely in that band is at least within the stated criteria.

But be realistic about what 100 units a month means. That is a household running a few lights, a couple of fans, a small refrigerator and phone charging. No air conditioner. No water pump running daily. No deep freezer. A single 1 ton AC used moderately in a Karachi summer consumes more than that on its own.

If your K-Electric bill is above roughly Rs 4,000 to Rs 5,000 a month, you are outside this band, and no amount of application effort will change that.

Priority within the programme has also been weighted toward off-grid and rural areas, which means even qualifying urban households in Karachi are competing against a targeting logic built around villages without grid access.

Why you cannot apply to Punjab’s scheme

This comes up constantly, so it is worth stating plainly.

The CM Punjab Solar Panel Scheme, branded as the Roshan Gharana Program, is a provincial program funded from the Punjab budget. Eligibility requires a CNIC showing a Punjab address and an active domestic connection with a Punjab distribution company, meaning LESCO, MEPCO, FESCO, GEPCO or similar.

A Karachi resident on a K-Electric connection meets neither condition. Applying is not a long shot, it is simply not possible, and the application will be rejected at verification.

Anyone telling you they can register a Karachi address on the Punjab portal is describing fraud, and the fraud is aimed at you rather than at the government. The scam problem, which is worse in Sindh

Government scheme keywords attract fraud everywhere in Pakistan. The Sindh programs attract a particular flavour of it because delivery runs partly through NGO and support-organisation networks rather than a single well-known portal, which makes it harder for an ordinary applicant to tell an official channel from an invented one.

A few rules that hold regardless of which scheme, province or phase is involved.

Applying is free. No registration fee, no file charge, no processing payment, no priority fee. Any demand for money is fraud.

Verify through official government or programme channels. For Sindh, that means the Sindh Energy Department and the officially designated implementing partners, not a .com website with a government-looking header.

No agent can influence selection. Targeting runs on registries and district rollout plans. Nobody can move you up a list.

Do not give your CNIC number to third-party portals. Data harvested through fake scheme sites is used for things considerably worse than a wasted application.

Distrust confident deadlines published on blogs. Aggregator sites invent dates to manufacture urgency, and they contradict each other freely.

A door-to-door “surveyor” collecting fees is not from the programme. Legitimate verification does not involve payment.

What Karachi residents actually have available

Most of this city falls outside both schemes. That is not the end of the conversation, because Karachi has three advantages that inland cities do not.

K-Electric tariffs make self-generation worth more. The higher your slab tariff, the more each unit you generate yourself is worth. Karachi households on heavy summer consumption save more per installed kilowatt than a low-usage household in a smaller town.

Daytime cooling load matches solar output. This is the one that matters most under the current rules, and it is covered in the next section.

Financing exists. Several commercial banks run solar-specific products, and a government-backed financing route has operated in parallel with the free schemes for households that earn or consume too much to qualify for a giveaway. Worth investigating if capital rather than willingness is the obstacle.

Net billing changed the calculation for everyone

Since 9 February 2026, NEPRA’s Prosumer Regulations 2026 replaced net metering with net billing for new applicants. Exported surplus earns roughly Rs 8 to Rs 11 per unit, while imports are charged at your full slab tariff, commonly Rs 40 to Rs 60. Consumers holding valid agreements dated before that cutoff were grandfathered onto the old one-to-one terms until expiry.

The practical consequence is that consuming your own generation is now worth several times more than exporting it.

Karachi is unusually well placed for this. The city’s heaviest load is air conditioning, and air conditioning runs when the sun is up. A household in Gulshan or Bahadurabad running two ACs through a July afternoon is consuming its own generation almost in real time, which is the best available outcome under the current framework.

Contrast that with a household whose heavy loads all run after dark. Same panels, same cost, considerably worse economics.

If you have flexibility, move what you can into daylight hours. Washing machine, water pump, iron, dishwasher. It costs nothing and improves your return more than most hardware decisions.

What a real system costs, since the free route is closed

For most Karachi households, the honest comparison is not “free scheme versus paid system.” It is “keep paying K-Electric versus buy a system.”

Comparing the two schemes honestly

Punjab’s program is larger, better publicised and easier to apply to, with a single well-known portal and a transparent balloting mechanism. It also gives recipients a somewhat larger system.

Sindh’s program is more tightly targeted at genuine energy poverty, with a substantial share going to households that have no grid connection at all. A 180W panel with a lithium battery, a fan and lights is a modest system by urban standards. For a family in a riverine village with no electricity, it is transformative.

Neither is designed to reduce a large urban electricity bill, and neither pretends to be. The persistent confusion comes from search results that blur federal, provincial and welfare programs into a single imaginary national giveaway.

If your bill is above a few thousand rupees a month, no free system is coming, and the sooner you accept that the sooner you can make a decision that actually reduces the bill.
